In May, President Bush spoke in Chicago and gave a characteristically upbeat forecast: “Years from now, people will look back on the formation of a unity government in Iraq as a decisive moment in the story of liberty, a moment when freedom gained a firm foothold in the Middle East and the forces of terror began their long retreat.”

Two days later, the intelligence division of the Joint Chiefs of Staff circulated a secret intelligence assessment to the White House that contradicted the president’s forecast.

Instead of a “long retreat,” the report predicted a more violent 2007: “Insurgents and terrorists retain the resources and capabilities to sustain and even increase current level of violence through the next year.”

A graph included in the assessment measured attacks from May 2003 to May 2006. It showed some significant dips, but the current number of attacks against U.S.-led coalition forces and Iraqi authorities was as high as it had ever been — exceeding 3,500 a month. (In July the number would be over 4,500.) The assessment also included a pessimistic report on crude oil production, the delivery of electricity and political progress.

HOUSE OKS EXPANDED WIRETAP PROGRAM

ConstitutionBurning.jpgWASHINGTON - The House voted late Thursday to rewrite the nation’s domestic wiretap laws, giving President Bush new power to monitor the e-mail and phone records of U.S. citizens during terrorism investigations without having to obtain court approval.

But lawmakers were unlikely to deliver final legislation to the White House before leaving this weekend for the election campaign, a setback for the administration, which has made national security a pillar of its strategy to maintain Republican control of Congress.

The House measure would endorse the once-secret program Bush launched after Sept. 11, authorizing the National Security Agency to monitor international communications between terrorism suspects and people in the U.S. without first obtaining warrants. It would also set new rules for warrantless surveillance during emergencies and give Congress a bigger role in monitoring the surveillance.

The measure was approved, 232 to 191, with 18 Democrats supporting it. Thirteen Republicans opposed the bill.

GONZALES CAUTIONS JUDGES

WASHINGTON — Attorney General Alberto Gonzales, who isgonzales_100.jpg defending President Bush’s anti-terrorism tactics in multiple court battles, said Friday that federal judges should not substitute their personal views for the president’s judgments in wartime.

He said the Constitution makes the president commander in chief and the Supreme Court has long recognized the president’s pre-eminent role in foreign affairs. “The Constitution, by contrast, provides the courts with relatively few tools to superintend military and foreign policy decisions, especially during wartime,” the attorney general told a conference on the judiciary at Georgetown University Law Center.

“Judges must resist the temptation to supplement those tools based on their own personal views about the wisdom of the policies under review,” Gonzales said.

LIFE MAGAZINE PHOTOGRAPHER MARTHA HOLMES DIES

(AP) Martha Holmes, a former Life magazine photographer known for her signature pictures of famous people including painter Jackson Pollock and film stars Humphrey Bogart and Lauren Bacall, has died. She was 83.

Holmes died at home in Manhattan on Sept. 19, said Bobbi Baker Burrows, a Life picture editor who worked with Holmes. She said family members reported the death was from natural causes.

A native of Louisville, Ky., Holmes was hired by Life in 1944 from the Louisville Courier-Journal, after another Life photographer on assignment there noticed her work. She was the third female addition to the elite magazine staff, and worked mainly out of Los Angeles, Washington, D.C., and later New York.

PORT SECURITY BILL PASSES

Although the bill passed, Democrats were denied the right to offer amendments for rail or mass transit security measures. It does, however, have an add on to restrict internet gambling. Same ole same ole……and now they’re off to hit the campaign trail. 5 weeks. There ought to be a law about that……

WASHINGTON — Congress approved a major ports security bill early Saturday, providing new steps to prevent terrorists from slipping a nuclear, chemical or biological device into one of the 11 million shipping containers entering the nation every year.

Passage of the bill was the last act of the House as lawmakers left for a five-week election campaign during which candidates will be trying to prove to voters their commitment to keeping America safe in the war on terrorism. The Senate passed it by a voice vote, sending it to the president for his signature.

Containers, now largely uninspected, “have the potential to be the Trojan Horse of the 21st century,” said Sen. Susan Collins, R-Maine, chairman of the Homeland Security and Governmental Affairs Committee. She said the legislation would be a “major leap ahead” in strengthening national security.

Rightwing Cartoonist Watch (9-30-06)

Comedians, artists and certainly political cartoonists tend to possess an anti-authoritarian, skeptical, irreverent streak. This makes the staunchly conservative cartoonist an especially odd bird. Flipping the traditional journalist ethos of comforting the afflicted and afflicting the comfortable, rightwing cartoonists tend to ridicule the disenfranchised and excuse the abuses inflicted by the powerful (who they suck up to). In some cases, their cartoons literally spout the latest GOP talking points, revealing themselves to be not independent voices, but one more cog in a vast propaganda machine.

I’ve been planning to do this feature for a while, but this week falls short of hall of fame mendacity. Still, it provides a good introduction to some of the usual culprits. It’s fine and good to spoof the Democrats. But these cartoonists will hardly ever, if ever, criticize Bush. It’s very revealing.
