The study was the first of its kind by the North American Electric Reliability Council, which has enforcement powers under the administration’s 2005 energy reform bill and works in concert with the Federal Energy Regulatory Commission.
Council president Rick Sergel said the time has passed for short-term solutions to the nation’s energy problems.

Although the council has been involved in energy matters since its formation in 1968 after the historic Northeast blackout, its profile has risen sharply in the last few years.
