Feb. 21 (Bloomberg) — Vice President Dick Cheney, on a visit to Japan, defended the Bush administration’s plan to increase the number of U.S. soldiers in Iraq and told U.S. sailors the American public won’t back down from the fight.

Standing aboard the USS Kitty Hawk in Yokosuka harbor, Cheney said, “I want you to know that the American people do not support a policy of retreat.”

Cheney is visiting Japan and Australia this week to buttress support from two of the strongest U.S. allies. One of his challenges is ensuring leaders in both countries that President George W. Bush’s plan to boost the number of U.S. troops in Iraq by 21,500 has a chance of working. The U.K. plans to withdraw some of its 7,000 soldiers, the U.S. said yesterday.

“We’re moving in to help Iraqis clear and secure Baghdad, to help them protect the local population, and to ensure that the Iraqi forces will be capable of providing the security necessary in the capital city,” Cheney said on the carrier, which was used in the invasion of Iraq in 2003.

Cheney didn’t address criticism in the U.S. Congress that the war was ill-conceived and mismanaged, maintaining that it would be a sign of weakness to pull out.

“We know that if we leave Iraq before the mission is completed the enemy will come after us,” he said. Terrorists want to “seize control of a country in the Middle East so they can acquire a base for launching attacks and oil wealth to finance their ambitions. The only way they can win is if we lose our nerve and abandon our mission.”
