Shocking news, given that republicans are the security party™ and all. Or could it be something they’ve pulled out of their butts to garner more votes from the ignorant, fraidy-cat crowd?
No. We will never know if Al Gore could have stopped 9/11 from happening. All we know is… BUSH IGNORED INTEL AND DID NOTHING.

A former member of the 9/11 Commission criticizes former President George W. Bush in a new book for not responding to pre-attack intelligence on Osama bin Laden’s intentions.
In “The Emperor’s New Clothes: Exposing the Truth from Watergate to 9/11,” Richard Ben-Veniste writes that CIA analysts told Bush that bin Laden was determined to strike inside the United States, “yet the president had done absolutely nothing to follow up.”
A Democrat and a longtime Washington attorney, Ben-Veniste provides an inside account of the commission’s three-hour interview with Bush and Vice President Dick Cheney on April 29, 2004.

Ben-Veniste's probably the sharpest of the bunch. He's the one who got Rice to 'fess up on TV to the 8/6/01 PDB name, "Bin Laden determined to attack in U.S."
Gore probably could have prevented it - but at least he would have tried. And we know that the far right would have attacked him had he been president, while Democrats and liberals largely rallied 'round Bush.
