Although I'm also concerned about the small amounts set aside for infrastructure works, the large amounts given as "tax breaks", and the fact that banks get anything at all, the primary point of contention in this particular discussion was not explained well by Wexler.
It is a way of promoting the policy of limiting, through education and contraceptives, economically disadvantaged people from bringing even more economically disadvantaged people in to a system that isn't equipped to handle the influx. Couch it in racist terms and as a dichotomy to the welfare state and the GOP will suck it up. (i.e. - Reduce the poor from breeding.)
