The U.S.’s Attempts to Prevent Nuclear Proliferation Have Caused

John Mueller has often gone against conventional wisdom. As the Woody Hayes Chair of National Security Studies at The Ohio State University, he has published an array of articles and books on The declining significance of war as he explains in his book Remnants of War; The incredible overreaction to national security threats, especially the threat of terrorism and how it has harmed the country is addressed in his most recent book, Overblown: How Politicians and the Terrorism Industry Inflate National Security Threats and Why We believe Them; and his current work, how the U.S.’s attempts to prevent nuclear proliferation have been counterproductive, will be published as a book next year.

Mueller’s argument in his current work, as outlined in an article in The National Interest last year, is as follows:

The “obsessive quest to Control nuclear proliferation — particularly since the end of the Cold War — has been substantially counterproductive and has often inflicted dire costs.” Examples include the Iraq War, which was sold by the Bush Administration as the only preventative act to keep nuclear and other WMDs from Saddam Hussein’s weakened state of Iraq. The sanctions in the 1990s which led to the deaths of hundreds of thousands of Iraqi children could also be included, as well as a potential conflict with Iran.
While the fear that terrorists themselves would obtain atomic weapons and/or other WMD has taken root in the national security community, it is “highly improbable” that either a rogue nation would give these terrorist groups these weapons, nor that the groups themselves could develop them. If a nation gave these weapons to a terrorist group, and the source was discovered, “international retribution could be unfathomably fierce.” It is also incredibly unlikely that a rogue group could obtain all the necessary materials to create such a weapon, or gain access to the facilities to put it together, and then control it thereafter. Even when examining the supposed evidence that Al-Qaeda is seeking out the bomb, it is clear that they haven’t even come close to the first steps.
Countries that do obtain nuclear weapons do so either for prestige (France) or deterrence (Israel, China, India, Pakistan, North Korea). While Mueller emphasizes that he does not like nuclear proliferation, and is clear the he considers “dissuading more countries from obtaining nuclear weapons to be quite a good idea and preventing terrorists from getting them to be an even better one,” many of the actions performed in the name f nuclear proliferation have caused more harm than good. While we would rather Iran did not have such weapons, there is no reason to believe that if they got them, they would actually use them.

Missing Nuke Components

The US military cannot locate hundreds of sensitive nuclear missile components, according to several government officials familiar with a Pentagon report on nuclear safeguards.Robert Gates, US defence secretary, recently fired both the US Air Force chief of staff and air force secretary after an investigation blamed the air force for the inadvertent shipment of nuclear missile nose cones to Taiwan.

According to previously undisclosed details obtained by the FT, the investigation also concluded that the air force could not account for many sensitive components previously included in its nuclear inventory.

One official said the number of missing components was more than 1,000.

Jimmy Carter: Israel Has 150 Nukes

Israel has 150 nuclear weapons in its arsenal, former President Jimmy Carter said yesterday, while arguing that the US should talk directly to Iran to persuade it to drop its nuclear ambitions.

His remark, made at the Hay-on-Wye festival which promotes current affairs books and literature, is startling because Israel has never admitted having nuclear weapons, let alone how many, although the world assumes their existence. Nor do US officials deviate in public from that Israeli line. Carter, who has immersed himself since his presidency in Israeli-Palestinian relations, was highly critical of Israeli settlers on the West Bank, and of Israel’s refusal to talk to elected officials of the Islamic party Hamas, although he said that Israel’s security was his prime concern.

Carter, whose presidency was dominated by the 444-day siege in which Iran held 52 American diplomats hostage, said “my advice to the US would be to start talking to Iran now” to persuade it to drop its nuclear work. But he cited Israel’s nuclear arsenal - and those of the US, Russia, China, Britain and France - in arguing that Iran would find it almost impossible to develop, in secret, many weapons and the missiles to deliver them.

The Bush administration has stated that North Korea was in kahoots with Syria in an effort to build a nuclear reactor in Syria. (although they won’t comment on it) They have pictures to prove it. (Where have we heard that before?) Israel, who destroyed the facility last September, was upset that the CIA was going to provide information regarding the claims to the U.S. congress this week, fearing “top secrets” may be divulged. Here’s something that’s not so top secret. In bombing the facility, Israel has pissed off the IAEA and in not providing the video and images to the IAEA until yesterday, the U.S. has pissed them off, too.

The UN’s nuclear chief today criticised the US for the delay in publishing what Washington claims is proof that a Syrian nuclear reactor was built with help from North Korea.

Mohamed ElBaradei, the head of the International Atomic Energy Agency, was briefed yesterday by the US under’secretary of state for arms control, shortly before the director of the CIA, Michael Hayden, briefed members of Senate and House committees on the same intelligence.

“The director general deplores the fact that this information was not provided to the agency in a timely manner, in accordance with the agency’s responsibilities under the nuclear non-proliferation treaty, to enable it to verify its veracity and establish the facts,” ElBaradei said in a statement today.

He was critical of Israel’s bombing of the site of the alleged reactor. “The director general views the unilateral use of force by Israel as undermining the due process of verification that is at the heart of the nonproliferation regime,” the statement said.

Some democrats in congress aren’t too happy it took so long to present this inforamtion, and there is widespread skeptism of the claims the U.S. has laid out. Being that the facility has been destroyed, the IAEA cannot see for itself if there were nuclear activities taking place there. Syria denies the claims, saying this fabrication is proof of what a failure the CIA and this U.S. administration is. They have nothing to hide and will fully cooperate with the IAEA investigation.

NATO Backs Bush’s Missile Defense System

BUCHAREST, Romania (AP) — President Bush won NATO’s endorsement Thursday for his plan to build a missile defense system in Europe over Russian objections. The proposal also advanced with Czech officials announcing an agreement to install a missile tracking site for the system in their country.

Bush also was undaunted in his drive to see the military alliance expanded further eastward, despite facing an immediate setback.

Fellow NATO leaders rejected his appeal to allow former Soviet republics Ukraine and Georgia to get on a path toward membership. But Bush’s national security adviser, Stephen Hadley, said the president will not drop the issue and plans to make a new pitch before he leaves office in January. The United States expects to raise the matter at a meeting of NATO foreign minister in December, Hadley said.

Gates Orders Inventory of US Nukes

WASHINGTON (AP) — Defense Secretary Robert Gates has ordered a full inventory of all nuclear weapons and related materials after the mistaken delivery of ballistic missile fuses to Taiwan, the Pentagon said Thursday.

Gates told officials with the Air Force, Navy and Defense Logistics Agency to assess inventory control procedures for the materials and to submit a report within 60 days.

Desperate Times Call For Desperate Measures

The Bush administration has agreed to turn over to international inspectors intelligence data it has collected that it says proves Iran worked on developing a nuclear weapon until a little more than four years ago, according to American and foreign diplomats.

The decision reverses the United States- longstanding refusal to share the data, citing the need to protect intelligence sources.

The administration acted as the International Atomic Energy Agency is scheduled to issue a report as early as next week on Iran’s past nuclear activities. Administration officials hope that the nuclear inspectors can now confront Iran with what the Americans believe is the strongest evidence that the Iranians had a nuclear program.

Defense Sec. Gates: The Stand Up Comedian

U.S. Defense Secretary Robert Gates defended Israel’s nuclear program on Saturday, saying the Jewish state did not seek to destroy its neighbors or support terrorism, unlike Iran.

Asked at the Manama Dialogue conference whether he thought Israel’s nuclear program posed a threat to the region, Gates replied: “No, I do not.”

The statement was greeted by laughter from a room filled with government officials from Middle Eastern countries.

Israel is widely assumed to have the region’s only atomic arsenal, but refuses to confirm or deny it. Washington has long avoided pressing Israel to go public with its capabilities.
